Draft Open Space and Recreation Plan Update Close of Comments and Revisions

The Comment Period on the Draft Open Space and Recreation Plan came to a close on Friday November 27th. The comments received during the comment period, whether in writing or at the Community Forum have been compiled and responses prepared. A few additional modifications have also been made to the plan for clarification. Below is a summary of the changes.

The Draft Plan is now being finalized and will be submitted to the State within the next few days to start the formal state review process.

Per the comment from the Dennis Conservation Trust, the proper date of creation has been entered into the document.

In the Section 8 Goals and Objectives new goals were added as follows:

2D Dedicate funding for maintaining and improving ADA access to all publicly accessible town open space and recreation facilities, in particular, ensuring that the ADA access to the Accessible Playground at the West Dennis Graded School House and the Braille Trail at Johnny Kelley Park are not diminished due to aging.

2E Maintain and upgrade Pound Pond located at Sea View Park in Dennis Port. The pond is a central feature of the park but has eutrophied and slowly filled in with sedimentation. Maintenance and improvements to the pond will improve its ability to serve its historic function as part of the Dennis Port Storm Water System and enhance its recreational opportunities in the park.

3G Prioritize investment in preserving ADA accessibility on properties currently meeting ADA standards, in particular the Accessible Playground at the West Dennis Graded School House and the Braille Trail at Johnny Kelley Park.

In Section 9 Action Plan, action items were established for each of these goals as well as for Goal 3F which was new to this plan and inadvertently left out of the Action Plan in the original draft. These additions are as follows:

ACTIONS
2D1 The Town has completed a review of the condition of the accessible playground in West Dennis and has determined that the surface has abnormal wear that is inhibiting accessibility to the site. The town, through the Recreation Department shall solicit costs for replacement of the surface and possibly all equipment in the playground and seek the necessary funding to protect the full accessibility of this playground.

2E1 The Town has completed an engineering review of the conditions of Pound Pond. The review has made specific recommendations for the upgrade of this facility.

3F. Prioritize land acquisitions that meet the dual need for open space preservation and flood protection.

ACTIONS
3F1 The Town is certified compliant with FEMA for its Multi-Hazard Mitigation Plan, one part of this plan calls for the town to strive to reduce the impacts of flooding (pre-disaster mitigation). Acquisition of developable land within the flood zone, or acquisition of developed property that can be undeveloped will enhance flood protection for everyone in Dennis. The town will seek to prioritize its land acquisitions to promote flood protection as appropriate.

DRAFT DENNIS OPEN SPACE AND RECREATION PLAN 2015 UPDATE – October 13, 2015

This site is for the public review and comment on the Town of Dennis Open Space and Recreation Plan 2015 Update. Between now and November 27, 2015 the town is seeking public comment on the development of its Draft Open Space and Recreation Plan. The public comment period will be open for a period of 45 days.

There will be a Community Forum on the draft document on November 9, 2015 at 7 pm at the Dennis Senior Center. Members of the Planning Board, Conservation Commission, Beach Commission, Recreation Commission Board of Selectmen and Waterways Committee will be present. Staff will present the plan at that meeting and be present to listen to comments and concerns, and answer questions.

A list of comments will be included in the final draft of the report that gets submitted to the state Executive Office of Energy and Environmental Affairs.
